Western NEW YORK FLYING CLUB OPERATING RULES AND REGULATIONS

ORIENTATION
Every member shall receive a proper orientation of club policies and procedures before operating any aircraft. A duly authorized member appointed by the Board of Directors will give such orientation.
Changes in policy, operating rules, or other items of importance will posted with Club's internet scheduling service web site. Such information will be deemed official by the B.O.D. Members shall be responsible for reading this info and for being current with Club policy.
CFI
When reference to a CFI is mentioned in the club rules, it shall mean only CFI's as authorized by the Board of Directors.
FLIGHT REVIEW AND MEDICAL CERTIFICATE Before soloing any aircraft, the Vice-President must have a copy of the member's current medical certificate and a copy of a current flight review from their logbook, or a copy of any rating received in the last 24 months. Student pilots are required to submit proof of-their medical certificate before their first solo flight. Members who update their flight review or receive a new rating, must submit proof or such to the Vice-President. The flight review can also be achieved by completion of a phase of the FAA Wings Program.
GROUNDED MEMBERS
Members may be grounded for any flagrant violation of the club rules, being delinquent in payments or for not having sent proof of a current medical and/or flight review to the Vice-President.
Grounded members may be returned to flying status only by approval of the Board of Directors. Inactive members are removed from flying status until they reactivate to full membership.
A grounded member can neither reserve nor fly Club Aircraft. Grounded members flying Club aircraft will be removed from the roster.
DISMISSAL FROM THE CLUB
The board of Directors reserves the right to dismiss from the club any member they deem necessary in the best interests of the club. Such dismissal may result from continuous violations of the rules or for the commission of any single serious offense.
CHECK - OUTS
Every member shall be checked out by a CFI in each aircraft type, regardless of past experience.
Members who have not flown a particular type aircraft in ninety (90) days or more shall be required to become current with a CFI.
PROBATIONARY PERIOD
Each new member will be on probation for a period of six (6) months, 180 days.
During this period any act deemed by the Board of Directors as being unsuitable for a member of the ±lying club may be cause for dismissal by a majority vote of the Board of Directors. Any monies paid by said member the club may be pro-rated for refund, depending on the reason for dismissal.
SCHEDULING
A member shall not fly club aircraft unless the appropriate entries are made with the Club's Internet scheduling service.
After a thirty (30) minute period, another member may take a scheduled aircraft for the entire scheduled time if the previous schedule is four (4) hour or less. If the scheduled time exceeds four (4 hours, the aircraft may be taken for one (1) hour periods.
Members who schedule and cannot fly at the appointed time must make every effort to cancel. Members who schedule for day long trips or greater and can not make the flight for whatever reason, and do not cancel will be charged one hour per day that the flight is not cancelled.
All flights must terminate far enough in advance to enable the pilot to return the aircraft in time for the next scheduled member, unless detained for some valid reason, such as poor weather, break downs, etc. If the aircraft cannot be returned in a reasonable time, the pilot shall make every attempt to: access our internet scheduling service and update the return time, call the next scheduled member, or call a member of the Board of Directors.
Members may reserve club aircraft in advance for a seven (7) consecutive day period per year. This may be repeated with the approval of the B.O.D.
Student pi1ots will be given preference in scheduling aircraft designated by the B.O.D. for training.
AIRCRAFT BOOKS
It is the responsibility of every pilot to check the info on the front cover of the aircraft books to ensure that tach times of: recurrent ADs, IFR certification, operational checks or an oil change has not been exceeded. Aircraft shall not be frown under any circumstances if a discrepancy sheet indicates that the aircraft is grounded, even if a grounded tag is not found in the aircraft. Members have the responsibility to fill out an Aircraft Discrepancy sheet for any problem found, no matter how insignificant it may seem, and to indicate the aircraft is grounded if, the problem is serious. Only the Maintenance Officer, or anyone authorized by him may return an aircraft to flying status and/or remove a grounded tag. If an aircraft is found not to be airworthy, a B.O.D. member should be notified a.s.a.p.
OWNERS MANUALS
Every member shall be responsible for securing a P.O.H. or Flight Manual for each type and model of aircraft they intend to fly.
PRE-FLIGHT CHECK
It is the direct responsibility of the pilot-in-command to make a complete and thorough pre-flight check of the aircraft prior to each flight. Such inspection shall done in full accordance with the F.A.R.s and also with such recommendations as prescribed in the owner's manual. DAMAGE FOUND ON SUCH INSPECTIONS SHALL BE CHARGED TO THE LAST PILOT FLYING THE AIRCRAFT, UNLESS AN OUTSIDE PARTY IS FOUND TO BE RESPONSIBLE.
POST-FLIGHT CHECK
It is the direct responsibility of the pilot-in-command to make a complete and thorough post-flight inspection of the aircraft after each flight. This shall include a magneto check; a shut down of all electrical equipment, filling the fuel tanks to their proper level, and checking the oil level. Members are responsible for the cleaning of windscreens and the removal of all refuse from the aircraft
DAMAGE TO AIRCRAFT OR EQUIPMENT AS A RESULT OF AN IMPROPER POST-FLIGHT CHECK SHALL BE CHARGED TO THE LAST PILOT FLYING THE AIRCRAFT UNLESS AN OUTSIDE PARTY IS FOUND TO BE RESPONSIBLE
NIGHT FLIGHTS
Members shall not operate club aircraft at night unless they have received at least three (3) hours of night dual with a CFI. Included shall be a total often (10) take-offs and landings from at least three (3) different airports, one of which shall be a non-controlled field. Such checkout must be made on two (2) separate nights.
INSURANCE
Members are required to pay liability and hull insurance, which is funded by the Club and billed monthly. The Board of Directors shall determine the cost of such liability and hull insurance.
INACTIVE STATUS
Members may chouse to be placed on an "inactive list" provided they are paid up in dues and f1ying bills. Such members shall pay reduced dues as determined by the B.O.D, and will be exempt from paying for liability and hull insurance until they return to active status. Inactive members are required to stay inactive for no less than twelve (12) consecutive months.
OIL CHANGES
Oil changes will be accomplished during work nights and under the supervision of the maintenance officer. The time due for the next oil change will be posted on the instrument panel of each aircraft and on the font cover of the aircraft book. If this time is due during a member's flight, he will be required to notify the club maintenance officer or a B.O.D. member as soon as possible.
HOBBS TIME/TACH TIME
Members shall be responsible for recording their flight time in the book provided for each aircraft. Members shall at the beginning of each flight record the "start" Hobbs time and the "start" tach time. After the flight is completed, the member shall record the "end" Hobbs time along with the "end" tach time and total the two separate columns.
UNPUBLISHED FIELDS
Except m extreme emergencies, no member shall land at any unpublished or restricted airport with out prior approval of the Board of Directors.
FLIGHTS WITH STUDENT PILOTS
No member shall occupy the right front seat with a student pilot in the left front seat unless such member is a CFI.
TOUCH AND GOES
Consecutive take-offs and landings in aircraft so mentioned by the Board of Directors shall be prohibited.
LOG BOOKS
For proof of currency, members must produce their log book within a reasonable time upon request of any of the Board of Directors.
ACCIDENT PROCEDURE
In the event of any accident or incident involving club aircraft the B.O.D. must be notified ASAP.
